Physicians
Michael J. Rozen, M.D.
President/CEO | Orthopaedic Surgeon, FAAOS
Dr. Michael J. Rozen, MD, a board certified Orthopaedic Surgeon and Fellow in the American Academy of Orthopaedic Surgeons, has over 60 years of experience in the practice of medicine. He graduated from The Ohio State University College of Medicine and completed his Orthopaedic residency training at The Strong Memorial Hospital and The University of Cincinnati Medical Center. Dr. Rozen founded Reconstructive Orthopaedics in Cincinnati, Ohio in 1974 and was active in creating a center for spinal deformity at The Cincinnati Children's Hospital. He has an extensive background in spine surgery and was a leader in promoting Arthroscopic Surgery. He founded Independent Medical Specialist Evaluations in 2006 to provide evidence-based dependable, unbiased, quality thorough assessments on issues including diagnosis, treatment, appropriateness of care, and relatedness, in medical, legal, and insurance matters. Dr. Rozen enjoys his family, friends, golf, photography, and Pilates.
M. Scott True, M.D.
Orthopaedic Surgeon, FAAOS
Dr. M. Scott True, MD, a board certified Orthopaedic Surgeon and Fellow in the American Academy of Orthopaedic Surgeons, has over 40 years in the practice of medicine. He graduated from the University of Cincinnati College of Medicine and completed his Orthopaedic surgery residency at University of Cincinnati Hospital. Dr. True applies his extensive surgical experience and knowledge of complex musculoskeletal conditions to provide thorough, independent evaluations for medical, legal, and insurance matters. His focus is on an evidence-based approach, carefully reviewing medical records, diagnostic studies, treatment history, and clinical findings to provide clear and well-supported assessments. Outside of work, Dr. True enjoys golf, fly fishing, and spending time with his family and granddaughters.
Arti Chandra, M.D.
Internal Medicine | Veterans Medicine
Dr. Arti Chandra, MD, board certified Internal Medicine Physician and Disability Evaluation Specialist, has over 20 years of experience in the practice of medicine. She graduated from Maulana Azad Medical College in New Delhi, India, and completed her Internal Medicine residency at the University of Texas Medical Branch in Galveston, Texas. Dr. Chandra has extensive experience in disability evaluation, having completed more than 40,000 disability assessments for the Department of Veterans Affairs and federal contractors. Dr. Chandra applies her extensive experience in internal medicine and disability evaluation to provide thorough, objective assessments for medical, legal, and insurance matters. Outside of work, Dr. Chandra enjoys traveling, reading, hiking, and learning about history and archaeology.
James Klosterman, M.D.
Orthopaedic Surgeon, FAAOS
Dr. James J. Klosterman, MD, board certified Orthopaedic Surgeon, has over 30 years of experience in the practice of medicine. He graduated from the University of Dayton and received his medical degree from the University of Cincinnati College of Medicine before completing his Orthopaedic surgery residency at the Medical College of Virginia. He subsequently served as a Major and Staff Orthopaedic Surgeon at Wright-Patterson Air Force Base Medical Center before entering private practice in Dayton, Ohio. He served as Associate Team Physician and Orthopaedic Consultant for the University of Dayton for more than 25 years and was recognized by the Ohio Athletic Trainers Association as the 2007 Collegiate Team Physician of the Year. He also served as Co-Medical Director of Good Samaritan North Sports Medicine. Throughout his career, Dr. Klosterman has performed thousands of Orthopaedic procedures, including joint replacements, sports medicine procedures, fracture care, and complex musculoskeletal evaluations. Dr. Klosterman enjoys spending time with his wife, children, and grandchildren, mentoring young physicians and student-athletes, and participating in community leadership initiatives.
John J. Larkin, M.D.
Orthopaedic Surgeon, FAAOS
Dr. John J. Larkin, MD, board certified Orthopaedic Surgeon and Fellow of the American Academy of Orthopaedic Surgeons, graduated Magna Cum Laude from the University of Kentucky College of Medicine and completed his general and Orthopaedic surgery training at Yale University, where he also served as a clinical instructor. He completed fellowship training in Sports Medicine and Arthroscopic Surgery and subsequently taught at the University of Chicago Medical School, where he served as Director of Residency Education. Dr. Larkin returned to Cincinnati in 1991 and was a founding member of Commonwealth Orthopaedics, which grew to 49 physicians across three states. He has held numerous leadership positions in the medical community, including Past Chairman of the Ohio Governor's Advisory Board for Workers' Compensation and Past President of the Academy of Medicine of Greater Cincinnati. He has been recognized as one of Cincinnati's Top Doctors and among America's Top Surgeons since 2002. Dr. Larkin is currently involved in the development of artificial intelligence systems designed to expedite insurance treatment certification and surgical care. Outside of work, Dr. Larkin enjoys vintage cars, fishing, and sailing.

Executive Administrator
Joyce Van Hoosier serves as Chief Executive Administrator of Independent Medical Specialist Evaluations, LLC. With more than 25 years of experience, she oversees the daily operations of IMSE's three offices, including scheduling, physician coordination, client relationships, workflow, and administrative services. Joyce is dedicated to providing dependable, personalized service while ensuring every evaluation is handled professionally and efficiently. She was inducted by Judge Jager as a member of Lambda Epsilon Chi in 2006 and is a member of the American Association of Paralegal Education. In addition, she has several years of experience in the medical field as a Medical Administrator, Medical Assistant, Orthopedic Technician, and Licensed Massage Therapist. With an education and background in legal procedures and orthopedic conditions, she is a strong asset in performing Independent Medical Evaluations. Outside of work, Joyce volunteers with CASA and is guided by her faith and family in both her personal life and her approach to leadership.
Assistant Administrator
Paige Ritchie serves as Assistant Administrator at IMSE, where she is a key part of the team. A tech-savvy problem solver, Paige combines strong analytical skills with a detail-oriented approach to keep daily operations running smoothly. She is proficient in Microsoft Excel and QuickBooks, and draws on a background in customer service and corporate training to communicate clearly and resolve challenges efficiently. Outside of work, Paige enjoys spending time with her family, including her nieces and nephew, and has a love of sports.
